Some kind of infuser for tea? But that left tube opening makes it seem like a pipe…

It comes off so you can fill up the right end with tea or other ‘spices’ maybe? Answer: “It’s for drinking Yerba maté or maté; a South American drink, similar to tea. Very good.”
